To be fair, aren't contractors hired to do the "work" because they can't find anyone with skills amongst the civil servants? Or hire a civil servant to also be a contractor? The system is broken, but I didn't realize how much until Covid and ArriveCan.

To find out how productive they are, try giving them a call with a problem. More time is spent warning the caller to keep their behavior cordial than on their actual problem. 70% of the time the employee is defensive and difficult right out of the gate and often down right clueless. Weird that with 42% increase of positions wait times have increased as well. Even weirder is the emphasis put to the caller that the call may drop or be of low quality.
They do that because they know they have no more clue how to help you than your cat does. From the time they crawl in at a cozy 9 am, they are planning their coffee breaks and lunch hours. Then they watch the clock for quitting time. If civil servants built houses , everyone would be in tents
Not to mention how many times in my case here in the armpit of Canada, it's a person who barely speaks either of our official languages and is next to impossible to understand.
