Sad to say that due to a basement flooding issue, I missed most of this day. With that being said, what I was able to pick up on was quite disturbing and actually worse than I would have imagined.
This will all be compiled in a single substack that probably spans through 3 or 4…but will have more flow than where I am choppily and still smelling like sewer, right now.
My utmost respect for Plumbers too, btw.
Anyways, the reason for this to for just a piece of the report now is because of the content of this specific report. It’s a substack to itself.

But, I’ll screen shot the parts that I’m talking about for reference.
Starting off, the idea behind this seemingly benign document is to discuss the targeted audience of who COVID-19 Messaging should go out to. Important to note that this document came out on September 17th, 2020 and is an Alberta Health Services Document.
You see, the topic of conversation around this time was that when the lockdown mandates weren’t in effect, people were not being responsible enough in voluntary practices and that was causing a rise in case rates.
It’s not because these Lockdown Measures weren’t working, it’s because select groups of Albertan’s weren’t obeying them hard enough and because there were lives at risk, how do they identify these reprobates and deliver a more targeted message to them.
The recommendations put forward were the following.
1. Public health messaging should aim to improve general knowledge of the COVID-19 pandemic, and in particular, focus on (i) the threat posed by the virus and (ii) the efficacy of public health guidelines to mitigate risk.

Seems like a decent enough message, right?
But really doesn’t talk about who the virus was a threat to and doesn’t discuss what the general knowledge of the Alberta Public was. At this time, if you would have stopped by the Provincial COVID dashboard, you could see who was at risk by age:
And by pre-existing health conditions, which were referred to by the province at this time as ‘Comorbidities’.
This is as of August, because they had to compile data for a September report and if they had concerns, this is when they were compiling the information.
And off of this fairly clear information, if you looked at it and realized that if you were under the age of 50 and had no ‘Comorobidities’, you may have come to be believe that you are not at risk. And if you thought this, you may have been one of the people who were targeted for this study.
But the period they were most likely looking at was mid-June/July because cases didn’t reduce to zero or go any lower. At the time of this report - September 7, 2020 this is what Alberta looked like for Active Cases.
It was around June 6th that the plateau of cases started to take off and see a rise in cases.
The last 2 years have been the longest 2 years ever…so what I want to point out is that during this time, there was no Calgary Stampede nor Capital X…there was just summer…and Black Lives Matter protests. Link
Interestingly enough, this particular event was attended and had NDP MLA David Shepherd speaking at the event.
“A number of speakers rallied the crowd, including NDP MLA David Shepherd, one of the few Black people to hold a seat in the legislature. He told the crowd that there are serious issues that need to be addressed, such as how people are governed and policing tactics.
Not to talk about the risks of COVID, during the early months of a Pandemic…NDP MLA David Shepherd showed up to talk about how people are governed and policing tactics.
With ZERO sense of Irony!
But…snapping back to reality, AHS can’t take hundreds of people marching the streets as necessarily being to blame, so instead they conducted a Consensus. And I know you’re going to be shocked by this, but here’s what the consensus concluded:
2. Public health messaging should be designed to target groups of individuals at higher risk of nonadherence with COVID-19 guidelines. Broadly, this group currently includes men, younger people, those who identify as politically conservative, and those who are prone to lower levels of trust in government or science
Protests had nothing to do with a rise in case rates starting on the days following the protests, attended by NDP MLAs…it was caused by Young Conservative Men who are prone to lower levels of trust in government or science.
Seriously.

They go on to talk about creating environments to spreading the message through multiple platforms including social media and traditional media, but then when we hit point 5 you begin to see an introduction as to what’s been going on over the balance of the last 2 years.
Rather than people relying on the data posted by the provincial government in the relatively new dashboard, officials should work with ‘behavioral scientists’ and experts in communication services, specifically noting established frameworks for influencing behavior change siting “the Behavior Change Wheel [Michie, Stalen and West 2011].
Read that all again.
And one more time for good measure.
And you may have come to the conclusion that they wanted to work with scientists to change the behavior of young conservative men who were at no risk from COVID, because they seen a rise in cases following Black Lives Matter Protests in the Summer of 2020.
But wait…there must have been some strong supporting information, right?
Nope. There in fact, was not!
In their Summary of evidence, the assessed these factors, number of studies, a strength of association with consistency and a brief summary of the findings…and here they are:
14 studies of Moderate association with Moderate consistency that people who don’t trust the government will probably ignore messages about COVID - citing one study reported no statistical relationship.
There is a WEAK association between age but it’s Moderately consistent showing that older age are more compliant even though 3 of these studies reported No Statistical Relationship.
Another WEAK association with pandemic knowledge where one study noted No Significant Effect but those that were knowledgeable were more compliant.
In the political arena, the Strength of Association was Not Reported in Any Study, there was a Moderate consistency but indicated that conservationism was linked to less trust.
And finally…
4 Studies, one of which found no significant results showing that there may be a lack of Trust in science, scientists or medicine.

Ignoring what was going on throughout Alberta during a rise in cases of Summer 2020, they cherry picked information based on no really strong associations, no serious consistency that had limited information and numerous studies that provided No Significant Data and ran with this to help reduce case spread and throughout the Christmas Season of 2020:

This came top down - Canada had a federal messaging guideline - can’t find it anymore.
Anyone not finding this absolutely horrendous should put their head back into the sand…
